DOT Rules and Regulations / Part 382: Controlled substances and alcohol use and testing / Subpart G—Requirements and Procedures for Implementation of the Commercial Driver's License Drug and Alcohol Clearinghouse / §382.715 Authorization to enter information into the Clearinghouse.
(a) C/TPAs
No consortium/third-party administrator (C/TPA) or other service agent may enter information into the Clearinghouse on an employer’s behalf unless the employer has explicitly designated that C/TPA or service agent to do so.
(b) Substance Abuse Professionals (SAPs)
A driver must designate a Substance Abuse Professional (SAP) before that SAP may enter any information related to the driver’s return-to-duty process into the Clearinghouse.
