No consortium/third-party administrator (C/TPA) or other service agent may enter information into the Clearinghouse on an employer’s behalf unless the employer has explicitly designated that C/TPA or service agent to do so.
A driver must designate a Substance Abuse Professional (SAP) before that SAP may enter any information related to the driver’s return-to-duty process into the Clearinghouse.
