A C/TPA is a service agent that manages all or part of an employer's DOT drug and alcohol testing program (49 CFR 40.3). A consortium combines several employers' covered employees into one random testing pool, which is how small employers and owner-operators usually meet the random testing rules.
C/TPA services can include random selections, arranging collections, MRO and SAP coordination, recordkeeping, MIS reports, and Clearinghouse reporting for employers that designate the C/TPA. The employer remains responsible for compliance (49 CFR 40.15).
