The FMCSA Commercial Driver's License Drug and Alcohol Clearinghouse is a secure online database that gives employers and other authorized users information about drug and alcohol program violations by commercial driver's license (CDL) and commercial learner's permit (CLP) holders. Employers use it to decide whether a driver may perform safety-sensitive functions, such as operating a commercial motor vehicle. Use of the Clearinghouse has been mandatory since January 6, 2020.
What it means for collectors
There are no direct Clearinghouse regulatory requirements for collectors or collection sites. There is one practical change to how you complete the Federal Custody and Control Form (CCF) for FMCSA tests:
- Enter the driver's CDL number and state of issuance in the Employee ID field of the CCF.
- The DOT form itself did not change. It does not require a Social Security number, so no change is needed for that.
- DERs who prepare CCF information ahead of the collection use the same field.
If the driver will not give a CDL number
FMCSA guidance says the collector should proceed with the collection using the identification number the driver provides. The MRO and/or DER resolve the missing CDL number with the employer and employee before any information is reported to the Clearinghouse.
