Who must register with the Clearinghouse?

Anyone who queries or reports must register (49 CFR 382.711):
- Employers register before querying or reporting, identify any C/TPA they use, and verify their authorized users every year.
- C/TPAs, MROs, and SAPs register to report on behalf of employers or drivers.
- Drivers need an account to give electronic consent for a full query (including pre-employment), to designate a SAP, and to view their own record (49 CFR 382.709). A limited query does not require the driver to register.
Registration is valid for five years and is canceled if the user has not queried or reported for two years (49 CFR 382.713).
