Who is subject to DOT drug and alcohol testing?

Employees who perform safety-sensitive functions for an employer regulated by one of these agencies:
- FMCSA: drivers who need a CDL to operate a commercial motor vehicle (49 CFR 382.103).
- FAA: aviation workers such as pilots, flight attendants, and maintenance and air traffic control personnel.
- FRA: railroad workers in covered service.
- FTA: public transit workers such as vehicle operators, mechanics, and dispatchers.
- PHMSA: pipeline operations and maintenance workers.
- U.S. Coast Guard: crew members on commercial vessels.
