What is the FMCSA Drug and Alcohol Clearinghouse?

The Clearinghouse is a secure online database run by FMCSA that records drug and alcohol program violations by holders of a commercial driver's license (CDL) or commercial learner's permit (CLP) (49 CFR 382.701).
- Employers query it before hiring a driver and at least once a year.
- MROs, employers, C/TPAs, and SAPs report violations and return-to-duty progress to it.
- State licensing agencies check it before issuing, renewing, or upgrading a CDL or CLP.
The official site is clearinghouse.fmcsa.dot.gov.
