It is the written policy and educational materials an employer must give every covered driver before the driver starts safety-sensitive work (49 CFR 382.601). Each driver must sign a receipt, and the employer keeps it.

For FMCSA employers, the materials must include, among other items:

• The company contact who can answer questions.
• Which employees are covered and when they must comply.
• Prohibited conduct, and when and how drivers are tested.
• What counts as a refusal, and the consequences of a violation, including removal from safety-sensitive functions and referral to a SAP.
• Information about the effects of alcohol and drug use and available help.

Any company rules that go beyond DOT requirements must be clearly identified as company policy.
